It seems strange that there is no way to preview a test question when you are setting up a test (other than viewing it as a learner after the test has been saved). Am I missing something?

But the learner preview button enrolls you into the course. Ideally, there should be a way for power users or admins or even instructors to preview without getting enrolled.
+10Agree...we had this idea in place but Docebo explained they cannot make this change...at least not now
+6Yeah, I prefer some test user accounts for this type of thing, they get auto-enrolled in any new test course so the testing team can well, test the test :)
