I have turned off “Allow self-unenrollment from the course even if the learner has completed it.” But my power users enrolled and completed courses in order to review them and then were able to unenroll themselves. Is this because they are power users in the platform, even though they showed as learners in the course?

Sort of...the PU taking a course is bound by the same rules as other users. If they want to un-enrol a user, you must grant that permission to the PU profile. It’s under Enrolments > Delete (un-enrol)
