In accessing an existing user’s profile, I sometimes see a little red dot in the upper right corner of the branch’s folder icon. Can anyone tell me what that means?

Yup, that let’s you know that the user is part of a sub-branch inside of that branch (like it is the parent branch). So your user is in sub-branch under the External branch.
