Will the user status change to “monthly active user” when:
outside the course framework.
I believe that user status will change to a MAU if the OBC is a training material in a course.

I would think that any interaction with some kind of content on the LMS would constitute an active user; not just launching course content...interesting question though...maybe get confirmation from support or your AM?
