I would really like to change the LABEL (only) on the Username field to reflect a more accurate description of the data we’re going to use as the username. It is an industry-provided ID that I will validate prior to account creation. I know that I can change the username after account creation, but that’s confusing to the user imho.
I looked in Localization, but didn’t find anything that seemed to be the right thing.
Any tips?

There is a standard label called Username in the localization tool that might be the one you're looking for:
Click on the right-most “Username” to change it.
