Has there been, or will there be, any possibility of having Digest Notifications to show when a user has completed a course?
I am thinking the only work around is to create a scheduled report?

I made a check on the Feature Roadmap and it seems that it’s not currently planned.
Please note that a digest notification will include all the courses that a user complete, so every time a user complete a course, you’ll receive the entire list of courses the user completed.
If you want you can submit your suggestion in our Ideas Portal by following the steps listed here .
As alternative solution, as you already mentioned, you can schedule a report filtering by courses, users, etc, and decide the time frame (days/weeks/months).
