I am attempting to upload a training history CSV report from our current database into Docebo. I have aligned the course ID’s and codes, usernames, etc. but cannot find how to mark them as complete via a date in the past. These are E-Learning courses.

This can’t be done natively in the UI but it can be done via API somewhat easily. There’s a good guide available here:
