An ILT course was created and was suppose to be added to the learning evaluation prior to the session taking place but it was not. The session/event occurred and people completed the ILT but since the ILT was not added to the learning evaluation those that completed the ILT course did not get the survey delivered via email. The ILT course was added to the learning evaluation after learners completed the ILT. Is it possible to send a survey to those that completed the ILT course after it was added to the learning evaluation?

I would send an e-mail to those users in the platform stating that additional action is needed by them to complete the learning evaluation with a link to the evaluation in the platform/course. Additionally, verify they can see the update through a user impersonation first. You may have overridden them from being completed when adding the materials. I think if you save the eval to the Training Materials area, remove it from the course, and then re-add it, you will get a prompt asking if you want it to impact past learners who are marked as complete. This would only apply if the session/course completion is not solely based on attendance.
