Is there a limit to the amount of users I can send notifications to?

No however the number of emails that can be sent at any time is limited so if you plan to send notificaitons to many hundreds or thousands of users, the process can take some time to complete.

Actually if you are using the SMTP relay for sending messages, there is a limit…

The issue is that Microsoft 365 has a 30 emails/minute throttling limit, such that notifications directed at more that 30 individuals will not get delivered. 

I was inquiring whether there was a way to stagger the send, but apparently Docebo does not have a native "staggering" or "batching" setting to specifically manage this rate limit. When a large volume of notifications is triggered, Docebo tries to send them immediately, Microsoft sees them as a spam event and they get throttled. The first 30 make it out and the rest are rejected permanently.

The fix for this is to use a 3rd party SMTP relay provider
